How nonresidents hunt upland birds in Pennsylvania
Nonresidents buy the nonresident adult hunting license (or the 7-day small game license) over the counter, plus the $26.97 adult pheasant permit to hunt pheasants. The Game Commission stocks pheasants on public land through the season; males and females are legal in all WMUs. Bobwhites are released birds only.
Pheasant Oct. 24 - Dec. 24, 2026 and Dec. 26 - Feb. 28, 2027 (junior/mentored Oct. 10-18); ruffed grouse Oct. 17 - Dec. 24; quail Sept. 1 - Dec. 24 and Dec. 26 - Mar. 31.
